Consular Attention System
The Consular Attention System facilitates and strengthens the defense of the human rights of nationals abroad, with special care aimed at children and adolescents.
You can access it from inside or outside the national territory through the address http://atencionconsular.mppre.gob.ve/
In the system you will get attention for:
- Violation of the Rights of Children and Adolescents (NNA) abroad.
- International Restitution of NNA in case of transfer or undue retention of NNA abroad without authorization of one of the parents
- International Restitution of NNA in case of transfer or undue retention of NNA in the territory of the Bolivarian Republic of Venezuela without authorization of one of the parents
- International visiting regime for children and adolescents
- Assistance to alleged victims of Human Trafficking abroad
- Attention to relatives of Venezuelan citizens who died abroad
- Location of whereabouts of Venezuelan citizens disappeared abroad
- Information on Venezuelan citizens deprived of liberty abroad
- Consular assistance to Venezuelans abroad
Legalization
The authenticity of the signature of any public document must be certified by the Ministry of Popular Power for Foreign Relations, so that it acquires international validity, this certification is known as International Legalization.
Apostille
After the Hague Convention, 116 countries have agreed to simplify the legalization process through a certificate called Apostille (apostille in French). Therefore, the apostille gives a document validity before any of the 116 signatory countries of the Hague Convention. For the remaining countries, it is necessary to legalize the document in a process that varies according to the country of destination.
Electronic Apostille
The Electronic Apostille is being gradually implemented and will allow the entire process to be carried out from any computer connected to the Internet, you will receive the apostille in PDF format in your email, within a period of no more than 10 days, without the need to physically go to an office. The Electronic Apostille can be presented in the receiving country through any electronic storage medium such as email or compact disc, without the need to print it.

Help and Instructions
To legalize or apostille a document it is essential to create a user account in the Registration module, through 3 simple steps.
- Verify Identification: When entering the identity card (RIF for legal persons) the system will automatically display the identification data, verify that they are correct and provide your main email.
- Register: Click on the link that was sent to the email provided by you in the previous step, and assign a strong password to your user account. Do not share this password with another person and keep it in a safe place.
- Complete the Profile: The registration process will automatically take you to the Profile module.
People who require correction in any detail of their identification or who have been victims of identity theft should go in person to our headquarters in the Ministry of Popular Power for Foreign Relations with their Affiliate Data to correct data or recover the user.
All users, new and existing, and who have legalized or apostilled documents, must complete the registration process to ensure that all accounts comply with the new security standards. Once you log in, you will be able to see the history of your legalized or apostilled documents.
Complete Profile: Some additional identification and contact information will be requested by the system and are essential to advance in the process. Only after completing the profile can you start the process of Legalization and Electronic Apostille of documents. The system will request data such as:
- Marital status
- Geographic location
- Phone contacts
- Alternate email.
The alternative email is the way that will allow you to recover your username if you lose access to your main email, it is very important that you provide a secure alternative email that you can always have access to.
You can legalize or apostille the documents of your sons or daughters, under 18 years of age, whether they have an ID or not. In the case that they have an ID, you only have to verify that the data that the system returns are correct. If the girl or boy does not have an identity card yet, you must enter the identification data manually.
To register a daughter or son who does not have an ID, you must have the child’s birth certificate at hand, to provide specific information about the document requested by the system.
All procedures before the #LegalizacionVE Electronic Legalization and Apostille System must be carried out exclusively by the owner of the documents, who may delegate attendance at the appointment to a person of their trust previously authorized to do so by means of a notarized power of attorney, which may be processed at the embassies of the Bolivarian Republic of Venezuela if the holder is not within the country. In the Representatives module, you must provide the identity card of the person who will attend the appointment, corroborate the identification data provided by the #LegalizacionVE System and accept to complete the registration.
A person who serves as legal representative before this Consular Relations Office will be disqualified from the moment the appointment is requested until 30 business days after it. This restriction does not affect the procedures that representative needs to carry out in a personal capacity.
The process of Legalization or Electronic Apostille of documents is completely free, do not allow yourself to be scammed by a manager.
This module will allow you to upload personal documents or those of your sons and daughters previously registered in the corresponding module. The documents must already be legalized by the issuing institution. Automatically, after selecting the country to which you wish to present the document to be uploaded, the system will indicate in the Type of Procedure, if there is a Legalization, an Electronic Apostille from home or a Paper Apostille by appointment. The wide spectrum of documents that can be legalized or apostilled is classified into Categories and Subcategories, so, for example, to process Criminal Records, you must select Category: Legal and Judicial Subcategory. To know the correct classification of each document, see the classifier that you will find a little further down. The module will require to indicate details that can only be unequivocally determined by having said document at hand.
Documents presented in an appointment, whose data does not correspond to the documents uploaded in the system, will not be processed.
The Documents module is designed to ensure that you have the document you want to legalize physically and at hand. It is not possible to upload a document that is still being processed by another institution.
It is possible to add new documents while waiting for an appointment to be assigned or even after it has been assigned, but this will restart the assignment process or generate a new appointment, as the case may be.

Select the office corresponding to your geographic location and click Register. As simple as that. If you will delegate attendance at the appointment to a legal representative, indicate this and enter the number of the power of attorney through which you grant sufficient powers to your representative. In the Appointments module you will be able to know the date assigned by the system, after a period of five (5) business days.
To make changes to the document upload, upload new documents or any other change in the information supplied to the system, after having requested an appointment, you must cancel the request in progress, proceed with the necessary modifications and request a new appointment.
It is necessary to present two copies of the screenshot of the Appointments module with the assigned date in the registry.
