At the administrative headquarters of the People’s Power Ministry for Foreign Relations in Caracas, a diploma course on the human right to refuge was opened this Monday, with the presence of authorities from the organizing institutions: Alfredo Ruiz, Ombudsman; Enrique Valles, representative in Venezuela of the United Nations High Commissioner for Refugees (UNHCR) and Rubén Darío Molina, president of the National Commission for Refugees (Conare).
More than 110 officials of the national public administration are enrolled in this training program, with the aim of “continuing to advance in the quality and care of those who, from other countries, come to our homeland as refugees, fleeing persecution, torture, the threats and everything that the violation of human rights means”, said the Head of Conare.
He added that education is essential to understand the processes and transform the realities that motivate the forced displacement of people.

The Universal Declaration of Human Rights (1948) establishes that everyone has the right to seek asylum and enjoy it, in the event of persecution. Likewise, in its article 69, the Constitution of the Bolivarian Republic of Venezuela recognizes and guarantees the right of asylum and refuge.
