The Canadian academic specialized in international criminal law, William Schabas, assured that the unilateral coercive measures imposed on the Bolivarian Republic of Venezuela represent a clear violation of human rights (HR), since they directly affect the civilian population.

In that sense, he specified that for the prosecution of those responsible for unilateral coercive measures, Venezuela has a very solid argument, which is that the International Criminal Court can apply jurisdiction, unlike cyber attacks that even when they have a criminal dimension are carried out by States difficult to identify.
