The Ministry of People’s Power for Foreign Affairs launched the Special Automated Registry of Non-Resident Non-Governmental Organizations (REGONG in Spanish), a technological platform for the registration and updating of foreign NGOs operating in Venezuela.
This registry results from resolutions 082 and 320, adopted by the Ministry of People’s Power for the Interior, Justice and Peace, and the Ministry of People’s Power for Foreign Affairs, published in an October 2020 Official Gazette on the special norms for the recognition and functioning of non-resident non-governmental organizations in Venezuela.
The Foreign Vice-minister for Multilateral Affairs, Daniela Rodríguez, explained that REGONG allows foreign NGOs to register and normalize their operations in Venezuela, thus fostering transparency in the exercise of their duties and facilitating a necessary coordination with the Venezuelan State and other actors involved for the implementation of programs and projects within the country’s legal and institutional framework and international provisions.
«It’s a very simple registry that represents an opportunity for the different actors of the humanitarian ecosystem. It’s a necessary registry to facilitate the creation of effective, timely communication channels with these organizations, guarantee compliance with the current legal framework and facilitate administrative, legal proceedings needed by these NGOs to operate in the country,» added Rodríguez.
The reliability of the information provided by NGOs in the registry is very important as the Ministry of People’s Power for Foreign Affairs will verify the veracity and accuracy of the information submitted. This represents a prerequisite to grant the registration certificate.
Part of the information requested by the automated registry system includes name, place of establishment, address in the country, home address, objectives, activities to undertake and data on their representation in Venezuela.
