Discussion on the use of ICT in Algerian education takes place at Filven 2019

As part of the conversation program of the XV International Book Fair (Filven) 2019; Benafri Chakib, general director of the Humanities and Social Sciences Laboratories of Algeria, shared this Friday about the gradual process of incorporation and use of the new Information and Communication Technologies (ICT) by the 40 million inhabitants of this country of North Africa, the largest in the continent. From the room “Andrés Eloy Blanco” of the Municipal Council of Caracas, the academic explained that the introduction of a national policy for the use of ICT in Algeria began in 2003, in public administration institutions, starting with the Ministries of Interior and Justice, which started the processing identity cards, passports, birth certificates, criminal records and other documents in an automated or electronic way, reducing the time and queues for the management of these procedures. “There is a clear policy of the Algerian State to reach 2025 with the use of “zero paper”, everything will be done online”, he said. He pointed out that there is an inequality or imbalance in the use of the internet between large urban agglomerations in the north and south of the country, a weakness that the Algerian government attends with a program that allows, through bank financing, that all Algerian families have one or more computers, with a high-speed connection, so that they can access all these public services that have been transformed with the adoption of ICT. He said that there are still two systems in the country, the old and new technologies, because the definitive passage from one to another is a gradual process. He also commented on the Algeria E-learning program, which started in 2013 and consists of virtual universities so that students from marginalized sectors, who do not reside in large cities, can be professionally trained. The XV Filven 2019 is installed in the historic center of Caracas until November 17 and has as guest country of honor the People’s Republic of China.
